State Senators are considering a bill passed by the State House that would require anyone with a “moving violation or traffic infraction” within five years of renewing their driver’s license to finish a course that includes a written test about road safety rules. RIGHT NOW LARGELY WHAT IT'S MOVING TO DO IS REPEAL SOMETHING THAT THE LEGISLATURE IN 1997 DID.
THE REMOVAL OF TESTS.
IN ALL THE MEASURES THAT EXIST, IT DOES BRING IT BACK IN SOME SHAPE OR FORM.

>> WELL, OUR OFFICE HAS SEEN A LOT OF DRIVING WITHOUT LICENSE RELATED BILLS OVER THE YEARS, AND I THINK OUR MAIN CONCERN ALWAYS IS THAT A LOT OF THE TIMES, NOT ALL THE TIME OF COURSE DRIVING WITHOUT A LICENSE IS LARGELY RELATED TO POVERTY AND BEING STUCK IN THE POVERTY FOR PEOPLE.
OUR CONCERN WHEN ADDING ADMINISTRATIVE BARRIERS TO THE PROCESS IS WE DO A PROGRAM LIKE COMMUNITY OUTREACH COURT TO GET PEOPLE RELICENSED AND GET BACK ON TRACK.
BUT IS THERE A SHOWING AT THIS POINT THAT THIS ADMINISTRATIVE BARRIER IS GOING TO HELP MORE PEOPLE THAN IT HURTS?
WILL THIS TEST HAVE THE EFFECT OF REDUCING FATALITIES OR MAKE IT HARDER FOR PEOPLE WHO ALREADY STRUGGLE WITH THE ADMINISTRATIVE BARRIERS?
PEOPLE WHO DON'T UNDERSTAND HOW TO USE TECHNOLOGY?
DAD IS ABOUT TO TURN 80 SOON.
PEOPLE WHO HAVE LAUREN LANGUAGE BARRIERS.
AND YOU MIGHT HAVE THAT HARDER TIME FILLING THAT OUT.
RISKY BEHAVIORS THAT WE SEE ON THE ROAD.
WE'VE SEEN PEOPLE WEAVING OUT DURING RUSH HOUR TRAFFIC.
NOBODY WANTS THAT.
BUT IT SEEMS LIKE WE DON'T HAVE EVERYTHING IN PLACE WE NEED TO MAKE SURE THAT WE'RE NOT CASTING TOO WIDE OF A NET, AND TO MAKE SURE WE'RE GETTING THE REALLY HIGH RISK DRIVERS UNDER THE CURRENT WORDING OF THE BILL.

>> WELL, I THINK THERE HAVE BEEN IMPROVEMENTS IN THE MOST RECENT DRAFT OF THE BILL.
ORIGINALLY IT WAS GOING TO BE EVERYONE HA TO RENEW IT.
IT WAS GOING TO BE ONE DRIVING INFRACTION.
NOW IT'S TWO.
I THINK WE WOULD BE INTERESTED IN KNOWING HOW IS THAT GOING TO WORK?
HOW IS THE SYSTEM GOING TO TALK TO EACH OTHER?
ALL THESE DIFFERENT COMPUTER SYSTEMS?
THE COURT SYSTEMS, DRIVER'S LICENSE SYSTEMS, AND IN CALIFORNIA, FOR EXAMPLE, THEY DO HAVE LIKE A POINT SYSTEM TO FIGURE OUT IF YOU HAVE THIS MANY IN THE LAST TWO YEARS THIS MUCH SPECIFIC THINGS, THAT'S GOING TO GIVE YOU MORE POINTS.
YOU HAVE TO DO THE EDUCATIONAL THING.
SOMEBODY WHO DOESN'T STOP FULLY AT A STOP SIGN BUT DOESN'T CAUSE ANY DANGER VERSUS THE PEOPLE WAIVING IN AND OUT OF THE ROADS, GETTING EXCESSIVE SPEEDING CHARGES.

NOT THINGS GETTING PROVED IN COURT.

IF WE HAVE SOMEONE WHO GOT A CITATION OR MOVING VIOLATION BECAUSE THEY'VE DIDN'T STOP FULLY AT A STOP SIGN, WE CAN ADJUST FOR PEOPLE LIKE THAT.
AS FAR AS THOSE THAT ARE WEAVING IN AND OUT OF TRAFFIC, WE CAN MAKE IT A LOT HARDER.
TO MAKE SURE EVERYONE UNDERSTANDS THE IMPACTS OF THEIR ACTIONS.
OVERALL, WHAT WE'RE SEEING AND TRYING TO ADDRESS IS THE REEDUCATION FOR A LOT IN THE SYSTEM ITSELF.
BUT MAKING SURE THAT THERE ARE IMPACTS THAT ARE MEANINGFUL TO A LOT OF PEOPLE.
WHEN YOU TALK TO SOME OF THE PEOPLE WHO SPEED CONSISTENTLY, FROM THEIR PERSPECTIVE, THEY SAY SPEEDING IS NOT ILLEGAL BECAUSE ALL YOU GOT TO DO IS PAY A FEE TO DO T DO IT.
THEIR PERSPECTIVE, IT'S NOT A BIG IMPACT.
AND A LOT OF PEOPLE ARE PAYING $12 FOR SOMEBODY TO DRIVE TO McDONALD'S TO PICK UP A $3 SHAKE FOR THEM.
MONEY IS NOT A BIG THING FOR SOME PEOPLE.
GETTING REEDUCATING OR TAKING A TEST ONLINE EXTEND THAT IMPACT FOR PEOPLE AND MAKE THEM THINK, IS THIS WORTH IT?
IS IT WORTH FOR ME TO DO THIS ACTION AND HAVE THESE RAMIFICATIONS?
>> Lauren: HAS THERE BEEN THOUGHT TO HOW YOU WOULD ROLL OUT THE DIFFERENT LEVELS OF TESTS?

YOU CAN'T SWAP OUT FOR SOMEBODY ELSE AFTER YOU START.
ALSO, IF YOU'RE LOOKING DOWN OR LOOKING TO THE SIDE OR LOOKING AT YOUR PHONE OR TRY TO OPEN ANOTHER WOUND WINDOW AND SEARCH THINGS, IT WILL CATCH THAT, FLAG IT AND GIVE A WARNING.
IF THAT BEHAVIOR CONTINUES, IT WILL FAIL THE TEST.
